7:30 PM: Joshua Devlin called the meeting to order.
Superintendent (RSU Update): There was discussion with Superintendent John Backus
regarding Regional School Units, Alternative Organizational Structures (AOS) and the
MINUTES: Josh Devlin made a motion to accept the minutes of November 30, 2009 as
amended. Suzan Rudnicki seconded. Five voted in favor.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
1. The Town Manager gave the treasurer’s report as of December 1, 2009.
Reorganization Coalition: Tom Richmond stated that since he had put this item on the agenda
he has spoken with John Backus who said MSAD 23 has paid the $500.00 to be part of the coalition, so Carmel is already part of the coalition. No action taken.
Recycling Bins (Purchase 150): Tom said that the last time we purchased recycle bins,
Stockton Springs went in with us and they are interested in doing so again. Tom said it would cost $1,114.50 for 150, and Stockton Springs wants to purchase 50. Selectmen had no objections.
Buy out Vacation Time (Julia & Stewart): After discussion, Josh Devlin made a motion to
pay Julia and Stewart for their carried over vacation time, with the understanding that it will not happen again. Earlyn Bowers seconded. Five voted in favor.
Martin Luther King Holiday (Jan 18 no meeting): Tom stated the third Monday in January is
a holiday, so he is hoping to have a Comprehensive Plan meeting on Tuesday January 19th, and there would be no Selectmen’s meeting that week.
2010 Budget: Tom gave Selectmen printouts of the proposed 2010 budget including the Fire
Department’s and the Rec Department’s, and there was discussion on budget items. Tom stated there will be a Budget Meeting tomorrow night.
Letter From Fire Chief Regarding EMT Training: There was discussion regarding the pros
and cons of paying for firemen to attend EMT training, and requiring people to work for Carmel for a set amount of time or reimbursing training costs to the town if they leave.
Mutual Aid Agreement: Josh Devlin made a motion to sign the Automatic Mutual Aid
Agreement with the Town of Levant. Sue Rudnicki seconded. Five voted in favor.
Maine Care Agreement: Josh Devlin made a motion to authorize the Town Manager to sign
the Maine Care Agreement. John Luce seconded. Five voted in favor.
EXECUTIVE SESSION: Josh Devlin made a motion to go into executive session pursuant to
22 MRSA §4305(3)(B) to discuss a general assistance matter. Earlyn Bowers seconded. Five voted in favor. Selectmen went into executive session at 9:22 pm. Selectmen reconvened in regular session at 9:33 pm. No action taken. Informational only.
WARRANT: Earlyn Bowers made a motion to accept the payroll warrant of December 7, 2009
in the amount of $22,353.95. John Luce seconded. Five voted in favor.
WARRANT: Earlyn Bowers made a motion to accept the accounts payable warrant of
December 7, 2009 in the amount of $16,898.33. Sue Rudnicki seconded. Five voted in favor.
