7:30 PM:  Earlyn Bowers called the meeting to order.


MINUTES:  John Luce made a motion to accept the minutes of July 10, 2017 as is, Douglas Small seconded.  Four voted in favor.




  1. Town Manager Kevin Howell let the Board know the town landing project has to go before Town Meeting for approval, either with a series of conditions or without conditions.  If no conditions are stipulated, it would be up to the Board of Selectmen to decide how it will be used.  After discussion, John Luce made a motion to draft a warrant article for next Town Meeting to accept a donation of land for a town landing.  Jared Fitts seconded.  Three voted in favor.  Douglas Small abstained.


  1. Kevin stated the insurance claim for the town office flooding is final except for a few small things, and gave a breakdown of the claims and reimbursements.


  1.  Kevin said he has submitted our LRAP (Local Road Assistance Program) application for the check that will come in December.


  1. The Town Manager stated the Gristmill Bridge work will be starting tomorrow, and is expected to be completed in two weeks.


  1. R&R Lumber’s calcium spreader was out of service, so Kevin said our road crew used our water tank trailer to spread calcium on our roads and it worked very well.




Proposed Road Project:  The Town Manager said Damascus Road is done, and he is happy with it.  Kevin said there are funds left, and he would like to finish 1.6 miles of Fuller Road and has gotten an estimate for paving and shoulder work.  He would first like to reconstruct the sharp curve near Etna Pond Lane, which needs to be engineered and drained properly.  Selectmen agreed to engineering and getting an estimate for the reconstruction.


Fuller Road Curve Speed Limit:  The Town Manager stated he officially asked the State to lower the speed limit at the Fuller Road curve.  They said they will be out within a week or so to look at it to see whether they have to do a full-blown study or can just put up a black on yellow suggested speed sign.


Tax-Acquired Property Sale:  Kevin said he plans to have tax-acquired property bids due on September 25, 2017 if there are no objections.  Selectmen had no objections.


Records Preservation:   Kevin let the Board know he met with Julia Pike and Bill Stewart of Kofile Technologies, and sent Volume 5 of town records with him to have bound.


Maine Municipal Association Ballot:  John Luce made a motion to delegate the Town Manager to vote for MMA Candidates.  Jared Fitts seconded.  Four voted in favor.


WARRANT: John Luce made a motion to accept the payroll warrant of July 17, 2017 in the amount of $13,931.58.  Doug Small seconded.  Four voted in favor.


WARRANT: John Luce made a motion to accept the payroll warrant of July 24, 2017 in the amount of $5,709.20.  Doug Small seconded.  Four voted in favor.


WARRANT: John Luce made a motion to accept the accounts payable warrant of July 24, 2017 in the amount of $314,853.67.  Doug Small seconded.  Four voted in
