7:30 PM: Josh Devlin called the meeting to order.
MINUTES: John Luce made a motion to accept the minutes of September 19, 2011 as written.
Earlyn Bowers seconded. Three voted in favor.
Solid Waste Contract (extension): Jerry Sullivan said he is agreeable to continuing with the
contracts as they are. John Luce made a motion to allow the Town Manager to sign a one-year extension with Sullivan’s Waste Disposal for the Solid Waste Contract. Earlyn Bowers seconded. Three voted in favor.
There was discussion with Mr. Sullivan regarding recycling options. John Luce made a motion to allow the Town Manager to sign a one-year extension with Sullivan’s Waste Disposal for the Recycling Contract. Earlyn Bowers seconded. Three voted in favor.
Truck Bid: Selectmen received one bid for the Fire Department’s 1989 Ford Truck from Rick
McLain in the amount of $1,251.00. Earlyn Bowers made a motion to accept the bid as long as it is paid by Friday, September 30th. John Luce seconded. Three voted in favor.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
1. There was discussion regarding the tax-acquired property on Haskell Road. The Town Manager said the Town’s attorney told him we do not have to evict a resident before we put a tax-acquired property out to bid, and we can put a requirement in the bid that the buyer must have it cleaned up within a specified time.
2. Tom Richmond gave a slide show of the Horseback Road culvert installation and explained the steps that were done to complete the culvert. Tom also gave a slide show of the work that has been done in the cemeteries in town.
3. Tom informed the Board that Thibodeau’s Lawn Care had come in and mowed the cemeteries, and did an excellent job.
4. The Town Manager said that a representative of Vaughn Thibodeau Construction told him we are not on the schedule for paving until October 23rd, but they are going to try to move us up to next week.
Cemetery and Recreation Mowing Bids (date): Tom stated the only thing changed in the
cemetery and recreation mowing contracts was the termination clause from the recreation field mowing contract is now also used in the cemetery mowing contract. Tom recommended setting October 17, 2011 as the date to have the bids back. Selectmen had no objections.
2012 Budget: The Town Manager said the law enforcement contract is the only one left to do,
and that increases every year. There was discussion about the need to keep paving at $350,000.00 yearly in order to gain on the roads and maintain the road paving program. Tom said he has scheduled the first budget meeting for October 12th.
Tree Removal: Tom said we will have the bucket truck next Friday to take down dangerous
trees around town. There are two on Hampden Road that are in danger of coming down, and Tom said he called the State to see if they would help us clean up the mess if we take them down. They said to call them when we get closer to taking them down. Tom said if they will not help us with cleaning it up, we will not do the work.
WARRANT: John Luce made a motion to accept the payroll warrant of September 26, 2011
in the amount of $4,739.66. Earlyn Bowers seconded. Four voted in favor.
