7:37 PM: Suzan Rudnicki called the meeting to order.
MINUTES: Voting on the minutes of February 4, 2008 was postponed until the next meeting as
there were not enough Selectmen present who had attended that meeting.
ROAD COMMISSIONER/TAX COLLECTOR/TOWN MANAGER REPORT:
1. Town Manager Jim Collins told the Board we have had a fairly significant increase in the number of complaints about mailboxes being struck by snowplows this year, and stated he intends to speak with Robert Noyes about it to try to find a solution.
Possible Home Condemnation: John Luce stated he had received a call from Donald
Washburn requesting that the Town condemn the mobile home he is living in at 147 Main Road. Stewart Brooks stated he had spoken with Mr. Washburn and explained to him that it is up to the Board of Selectmen to condemn a building, not the Code Enforcement Officer. After discussion, John Luce made a motion to have the Code Enforcement Officer inspect Donald Washburn’s mobile home for livability. Earlyn Bowers seconded. Three voted favor. Stewart Brooks stated he would check it and then make a recommendation to the Board.
Discuss 2008 Emergency Operations Plan with Fire Chief Joe Pelletier: The Fire Chief
explained that part of the corrective action we need to take in order to be compliant with NIMS is to have an Emergency Operations Plan in place, and asked that Selectmen look it over their copies and let him know what they would like changed in it. Joe and the Selectmen went through the plan briefly and made some changes. Selectmen decided to schedule the plan for adoption at the February 25th meeting.

Radio Hook-Up: Jim Collins stated he had recently spoken with Joe Pelletier regarding having
a radio in his (the Town Manager’s) office in case of emergency and has purchased an antenna pole to attach radio wires to. Jim asked Joe to explain why the radio cannot be hooked to the existing pole at the Fire Station. Joe explained that two radios cannot be hooked to the same antenna because there would be too much interference.
EXECUTIVE SESSION: John Luce made a motion to go into executive session to discuss the
Town Manager’s contract, pursuant to 1 MRSA §405(6)(A). Earlyn Bowers seconded. Three voted in favor. Selectmen went into executive session at 8:30 am. Selectmen reconvened in regular session at 8:40 pm. No action taken. Informational only.
John Luce made a motion to hire James Collins as Town Manager for the year 2008. Earlyn Bowers seconded. Three voted in favor.
John Luce made a motion to give the Town Manager a 3% raise. Earlyn Bowers seconded. Three voted in favor.
OLD BUSINESS: Old State Road Trash: John Luce asked Jim Collins if he had checked the
trash situation on Old State Road last week. Jim stated there were no problems with it last week.
WARRANT: John Luce made a motion to accept the payroll warrant of February 11, 2008
in the amount of $2,651.72. Earlyn Bowers seconded. Three voted in favor.
WARRANT: John Luce made a motion to accept the accounts payable warrant of
February 11, 2008 in the amount of $17,296.14. Earlyn Bowers seconded. Three voted in favor.
OTHER BUSINESS: School Consolidation Meeting: John Luce stated there is going to be a
Reorganization Planning Committee (RPC) meeting next Tuesday, February 19th, at the Suzanne M. Smith School at 6:30 pm. There was discussion regarding school consolidation.
